Directorate memorandum on caches

An internal memo from Commander Graf to the Directorate council, 2216, on supply caches nobody admits to placing.

Recovered document. Reproduced as found; spelling and gaps are original. The archive does not vouch for its claims.

Subject: Unscheduled supply caches below interval 30

1. During the September survey, platform T-12 recorded three sealed supply containers at intervals 31, 44 and 52. None of these intervals had been reached by any Directorate vehicle at the time of recording.

2. All three containers bear standard Directorate stencils, lot numbers and seals. The lot numbers correspond to supply batches that Stores confirms are still on the shelf at Asterion. I have personally inspected the shelf. The batches are present and their seals intact.

3. The containers are not forgeries in any sense I can detect. The stencil paint matches. A scratch on lot 2209-C, from a forklift accident I witnessed myself, is present on both the crate in Stores and the crate at interval 44.

4. I have considered and rejected the following explanations: (a) theft and placement by a member agency, since the originals have not left Stores; (b) error in the survey footage, since T-12’s footage is consistent across two cameras; (c) a hoax by station staff, since nobody on this station has been below interval 12.

5. I have not rejected the explanation proposed by Dr. Reyes by letter: that the shaft is copying what we send it, and has learned what we keep in our cupboards.

6. Recommendation: the Directorate will continue to stage scheduled supply drops along the mapped route. The council will publicly deny placing caches beyond the mapped route, which is true. The council will not speculate about who did.

7. Any pilot who descends should be told to use what they find. Whatever put it there, it is ammunition.

— H. Graf, Rim Commander
